Cartoon Network came out in 1992, 6 years before GBC came to the US.. also around the time when Powerpuff Girls was first broadcast. However, when CN became basic cable in 2000 or so, then the Powerpuff Girls started becoming popular, then these games came out the following year.
So nope, not a pirated game. The game just wasn't that good.

I tried HOTLINE but it didn't work. I realized that my Memories were playing a trick on me. GIRLPOWER is the Infinite Hotline/Super Attack Code.

I beat the game. It was very, very, very fun. If you hate to cheat but would like to know how to but I bet you already know how to, here you go.
1. Infinite Hotline Password: HOTLINE (I used Blossom the most for multi enemies. Bubbles to stun them and I use my effort to beat them. Buttercup to immediately end Boss fights.
