If you're on the equator, then sure, Mir is easier to reach. However, if you're too far above the equator, then you have to go toward the equator and then change your course to hit the aligned plane. That's a bitch, IMO. Of course, both are pretty easy to do, as Orbiter's MFDs are amazing. Mir just takes a few more steps.

Going to Mir is a lot easier in my opinion. It's got a more equilateral plane and it's lower altitude. Then again, the ISS is easier to see...
