If you have a crap computer, yes. Games' framerate can be anything all depending on what game you're playing, what hardware you have and what refresh rate your monitor support. And unlike animation, the timeline doesn't rely on framerate of a game. Standard for movies are 24 to 30 fps and for cartoons it's usually 15.
