Seems an odd way to achieve this effect. With a layer of a solid color in another layer, you are effectively reducing contrast, and affecting your density. Why not just make a duplicate layer of the original image, change the color in the hue/saturation, and then adjust the opacity of the duplicate layer?

Yes. A good idea would be to immediately enroll in classes for that other language. In 6-8 months, when you have mastered your new language, return to Gimp and continue editing where you left off.
