according to the official guide books for the series, SS4 is equivalent in power to their normal Oozaru (giant monkey) form, not the golden one. Both transformations multiply the Saiyan's power level by 10 times.
Mystic Transformation is supposed to be Gohan's absolute maximum potential. Even if Gohan trained his entire life, he could never surpass Mystic form because it's his absolute limit when he uses it. Anybody who achieved Mystic would have a similar effect happen to them.
