Simple, its like a variable strobe light. You can see this illusion easily at home if you have a variable-speed strobe light. Go into a dark room with a fan of some kind, and point the strobe light at it. If you tune it in just right the fan will appear to stop completely or even go backwards :)

It's an optical illusion (in an art exhibit). This means that in order to have one you would pay thousands if not hundreds of thousands of dollars. (but why not make your own!)
