Yes. The people didn't want Khmer rouge leaders came back in P-Penh. Their presence was accepted by the Paris conference backup by International commuty, as the same commuty supported Khmers rouges to represent Cambodia at UN,even if they know Khmers rouges killed 2 millions cambodian people.
