Generally, NO!
Instead of using lens tissue, you can use spec cloth or microfiber cloth. A 100% cotton cloth is also good. A perfect clean T-shirt is OK
A good alternative is a lenspen. Simple, quick and easy to use. I still prefer the traditional method but in field condition, a lens pen is better.
About sticking a UV filter on your lens. Well, what's the point of putting a 20 bucks filter on your thousand bucks lens. Some filter may reduce your image quality so make sure you get a good one.

its not! Lens tissue is a special type of material to clean ur lens.... If u dont know anything about cameras or lens.. then dont post anything!
