Part of the reason why countries like North Korea have resisted capitalist America is because they found out that the American government does in fact have a program of killing off some of its own citizens, and that it has been doing so for many years. The American government can apparently deem any citizen as "undesirable" where it then begins a campaign of defamation against that citizen in addition to cutting off the person's sources of income (denying him medical care, a job, etc).
