The second part of my Pay Pal story. See the first part first or you may not understand the second part. However this is the part with the solutions. Addresses for help for Pay Pal victims will be published on my website www.pbn.com.pl (For legal reasons I am not posting them on You Tube.) I am writing with a complaint against Pay Pal. At the beginning of April I won an auction on ebay and proceeded to attempt payment. Paypal required that I pay them GBP1 and to supply them with a password that was forwarded to my statement to verify that I was the account holder which I did. This was paid on 2 April. They also required me to complete the details of my bank account (not just my visa card which they have held for a very long time). I did this. Paypal then proceeded to deduct the full amount for the goods but did not forward it to the seller. Owing to the delay caused by Paypal I did not hassle the seller for the goods although he would have been quite within his rights now not to forward them in view of the time delay. Last week I proceeded to win another auction on ebay. I was informed by ebay (the parent company of Pay Pal) that the money had been deducted from my account and sent to the supplier. However it was not until the supplier contacted me to say that Paypal had stopped the transfer that I found out the truth. I then contacted the initial supplier in Hong Kong and found out that that payment had also been stopped. I was not informed by Pay Pal of the reasons for stopping this money -- money that had already taken from my account and had been verified by Pay Pal. At this stage I started to worry I did an internet search about Pay Pal there discovering numerous allegations of fraud by this organisation published by such newspapers as the Daily Mail, the Guardian, the Times amongst others. On 20 April I contacted Pay Pal several times but Pay Pal refused to supply me with a UK telephone number I could speak to. However they did tell me in an e-mail that my credit card was not valid -- that is the same credit card from which they had already taken three payments from. By the evening of 21 April I was given a number in Ireland with a Polish language answering machine saying that the office was closed. It seems a little ridiculous that a British person dealing with a British company about funds taken from a British bank quoted in British currency should have to ring a telephone number in Ireland and then speak in Polish but so be it. On 21 April I contacted their premium rate line which costs over GBP1 per minute. I spent 42 minutes on the phone -- mainly on hold -- a cost in excess of GBP42. Eventually I spoke to someone claiming to be operator number 60439 and called Henrietta. She told me I had to photograph my passport and sent it to them by fax (under UK law it is illegal to photocopy passports) and also send them utility bills. I am not prepared to break the law. I have -- most reasonably in my opinion -- requested that Pay Pal either return my money in full or pass it onto the suppliers. Pay Pal refused to do either saying that they had to 'investigate'. What they have to investigate was not explained to me. I was promised by Henrietta that someone would call me back but no-one has done so. (I understand from articles I read on the internet that Pay Pal will hold money for 180 days without giving an explanation.) I need the goods I ordered from Hong Kong here in two days time. I have now waited for Pay Pal ("the fast and easy way to make payments by internet") to pay the suppliers for more than three weeks. I can make bank transfers to my suppliers for much less than the cost of a phone call to Pay Pal and I will do this immediately, provided I have some confirmation from Pay Pal that my cash will be returned. Henrietta admitted that Pay Pal held my money but refused to say if it would be returned or sent to the suppliers.. Please inform me of what steps I have to take to recover all my money. I have forwarded below a full copy of my bank statement which shows all transactions and in particular the verification by Pay Pal that the account is mine and the two deductions made by them for the goods I attempted to purchase via the internet. you should never email your CC and PIN info, the email you rec'd was not from pay pal

If other people can charge less than you then either their costs are lower or they do not realise that they are selling at a loss. Either wait for them to go out of business, find a cheaper supplier or seek another line. And get an arrangement where you can accept credit cards.

i calculate what profits i would get and its a Negative Profit because of all the FVF fees i have to pay includeing the ones on paypal. Megagoods (dot com) good wholesaler.

It said Chargeback Settlement 181.99 Its suppose to be 10.00 Fee charged to me for fighting a Chargeback not 181.99. They are stealing my money back on goods that i sent and I have Proof of Shipping with tracking. Im not useing paypal no More. I need a better source to take credit cards on ebay or just accept money orders. But ebay fee's are the only thing i would have to worry about now. Ebay is expensive and sellers list items lower than the price i put and we have the same wholesaler...

Without having the documentation in front of me it is rather difficult to comment. But for a value of 181.99 which is coincidentally the same it does rather sound like Paypal.

I have a Negative Balance. Heres the story: In June 08 i had a chargeback for 181.99, paypal fought it for me and won it for me and i was credited 181.99 back to my account when case was closed 2 weeks later. Now almost 2 months past and in August 2nd there was a chargeback settlement for 181.99? They took my money back for what? I won the case! Im not useing it or paying them and am just wondering if they could take it from my bank account. Paypal has made me lose hundreds with chargebacks.

If the balance was already negative then this would indicate an overdraft facility so maybe it could. However you would first have had to have given authorisation for it to take money from your account.

Can paypal take funds from your Bank Account you linked your paypal account with if you have a negative balance?

It´s about time to shut PayPal and EBay up and make people know the truth; When you set up a pay pal account it is always empty because that is what PayPal´s job is to do - setting up empty accounts. Now , EBay is no different. That´s why nobody has ever managed to successfully do bussiness on these moderators to my knowledge. If they want to prove otherwise to me , then let them do so! regards, Y.
