More than that, they should work on developing a single-stage-to-orbit craft. Most of the spacecraft accidents (with the exception of Columbia and possibly Apollo XIII) have been due to problems in the first booster stages. An SSTO craft wouldn't necessarily have to carry as much fuel in one place.

Everyone is so quick to blame NASA for this - I blame the press; if they hadn't been putting so much pressure on NASA, there would have been time to properly inspect the O-rings (which had become brittle because of the cold) and make the proper decision to delay the launch.
