There's pros and cons on both sides. With sensor-based any lens becomes stabilised, saving money, but lens based IS enables stabiisation to be optimised for the characteristics of the specific lens, but it makes the lenses more expensive. Also you can see the effect in the viewfinder, unlike with sensor IS (unless you use LiveView).
Our tests indicate that lens IS is marginally more effective.

The D3 and D300 have top LCD screen. So it wouldn't really be useful.
They do have a darker scheme though, if you decide you want to use the rear LCD like the D40 uses it.
