This lady is "Melleny Melody"/"MellieFresh", a local Toronto artist and singer (and the voice of Cheer Bear in the Care Bears cartoon). In June 1998, she had her license plates pulled because the police thought the bowling trophies could impale someone if she hit them. I don't know what happened after, though. In 2000, I talked to her while she was decorating her moose for the charity event Moose in the City. She had normal clothes/hair. I think I also saw the car by the moose just before.
