I interpret the rain as a symbol of distractions or things that get in the way. Fire is usually considered the symbol of love..rain kind of puts it out..thus passion dies.

I don't interpret that part of the song (when you're only wet because of the rain) as sexual. That always rang to me as follows: you aren't really crying, it's just the rain washing over you. Because it's time to turn that page - it's time to stop crying.
