Uhhh I'm pretty sure that isn't what he meant. He means were charges set in the buildings to go off on 9/11. The WTC was attacked before in 1993 via bombs. They didn't plan it well enough for the bombs to do what they expected managing to kill 6 and injure a little over 1000.
